Face-to-face event of the Spanish Presidency of the Council of the European Union
Would you like to participate in the face-to-face event of the Spanish European Presidency at the end of September in Spain?
The Secretary of State for Social Rights, Ministry of Social Rights and Agenda 2030, through the Directorate General for the Rights of Children and Adolescents of the Government of Spain (hereinafter the “Organizer”), is promoting the celebration of the “First European Union Meeting on Child and Adolescent Participation” to be held in Alcalá de Henares from September 29 to October 1, 2023 (Madrid), within the framework of the Spanish Presidency of the Council of the European Union. The Spanish Government has sent an official communication to the countries informing them of this event.
Collaborating in the organization of this process are:

- Plataforma de Infancia, an alliance of non-profit, pluralistic, supportive, democratic and politically and religiously independent organizations that works to achieve full compliance with the rights of children and adolescents, in accordance with the Convention on the Rights of the Child.
- UNICEF Spanish Committee, a non-profit foundation, part of the 37 National Committees of the United Nations Children’s Fund, a Multilateral Organization of the United Nations.
Before the face-to-face meeting, we are working with a group of children from different European countries, a methodology that serves to know the priorities, interests, concerns of European children and adolescents and to arrive at the face-to-face meeting with conclusions to work on. This preliminary work phase is carried out by The Child Friendship Governance Project.
For the face-to-face meeting on September 29th, 30th and October 1st, 2 children and adolescents per country from each country will be able to participate.
Who can join the event?
Children and adolescents per country between 12 and 17 years of age, according to the following criteria
- The proposal for the participation of the 2 children and adolescents per country must be managed and coordinated by the country of reference. The 2 children must be accompanied by 1 adult.
- Have a European Health Insurance Card.
- It is recommended that children who have participated in the previous online phase of the European advisory group can attend the face-to-face event, as a continuity of the process.
- English language skills; it is not necessary to be an “expert”, but it is necessary to be able to communicate in English, as the sessions and materials will be in English.
- Fill out the form below, and send us the corresponding authorization signed by the legal representatives. The form must be filled out by each participating child and his/her legal representative, including the accompanying adult’s information.
- The country of origin must cover the travel costs to and from the country of origin for the 2 children and 1 accompanying adult. Once they arrive at the Madrid airport, they will be provided with paid travel and accompaniment to the venue.
- The corresponding form must be filled out completely, including the authorization per child and the signature of the protection guidelines document by the accompanying adult.
The deadline for registration is September 15, 2023.
The process of working with the group of children and adolescents is subject to safeguarding guidelines, which must be signed by the accompanying adults attending the meeting with the children.
This includes authorization that must be signed by those who have parental authority over the child. In the case of a single person, it may be signed by only one person.
